About

Strategic counsel, built for compounding risk.

Climate, energy, and food systems no longer move on separate timelines. A drought reshapes a power grid. A carbon policy reshapes a supply chain. The problems that matter most today rarely arrive as single-domain crises — they are wicked problems and meta-crises: interlocking failures across climate, food, energy, technology, and governance that compound each other and don't yield to conventional, single-lane analysis. Anacapa Strategies exists because the organizations navigating these mega-trends and grand challenges need advisors who can see the whole system at once, not five separate consultants speaking past each other.

We are a bespoke practice by design. Every engagement is led by a senior advisor, grounded in primary research, and built to produce decisions your board can act on — not a binder that sits on a shelf.

Principal

Jeff Stoike, Ph.D.

Jeff has over twenty-five years of experience in international sustainable development as a researcher, entrepreneur, policy-maker, and consultant, with a career spanning institution-building in the Middle East, Latin America, and the Caribbean, and leadership roles across academia, government, and the corporate and non-profit sectors.

He is President of Blue Action, a venture platform accelerating climate technologies through FF Blue Action — a joint venture with Founders Factory backed by Builders Vision and the Prince Albert II of Monaco Foundation, among other institutional partners. He also runs a non-profit providing capacity-building to frontline communities in the climate crisis.

He holds a Ph.D. in International Sustainable Development from Yale University. His prior roles include place-based impact investing and climate philanthropy at The Urban Institute and scenario planning and corporate diplomacy at the U.S. State Department.

Jeff has advised the White House and multiple heads of state, taught at Yale, UC Berkeley, the University of Texas, and the University of British Columbia, and spoken at forums from the UN Ocean Conference to Sundance. He has advised several family offices, and his thought leadership has appeared in The New York Times, Forbes, and The Economist. He advises on media for social impact and strategic futures. He is based in Austin, Texas.

Approach

Systems, not silos

Wicked problems don't have clean owners. We map how climate, energy, food, and operational risk move together inside your organization — and find the critical path through, not just a recommendation for one piece of it.

Standards

Evidence over opinion

Every recommendation traces back to primary data, scenario analysis, or field verification — never assumption.

Structure

Independent by design

Anacapa Strategies holds no vendor relationships or product lines. Our only interest is the quality of the counsel.

New Asset Classes

Building value where it has not yet been seen.

The name is a nod to blue-sky thinking, not a category. Jeff serves as President of Blue Action, a venture platform built on a simple premise: the largest capital pools in the world are still being asked to choose between impact and return, when the real opportunity is proving they were never in tension. Blue Action exists to build and prove out new investable categories at the intersection of hard infrastructure, climate technology, and frontier science — categories institutional capital doesn't have a template for yet.

Through FF Blue Action — a joint venture with Founders Factory, which builds and invests in startups alongside world-leading partners — the platform has run its first proof of concept in the maritime and ocean economy: a sector large enough, capital-starved enough, and technically complex enough to demonstrate the model at scale. The thesis travels well beyond it.
